PFAS restrictions and engineering plastics in 2026

The EU and US are both moving on PFAS. Which engineering plastics are in scope, and which are not. A 2026 compliance outlook for plastics buyers.

PFAS restrictions plastics buyers ask about in 2026 are still, in the main, proposals rather than law, and that gap between draft text and finished regulation is where most of the confusion sits. For anyone buying sheet, rod and machined parts, the useful question is narrower: which engineering plastics fall inside the definition, which sit outside it, and what a supplier can put in writing today.

At Top Plastic Co., Ltd. we extrude and machine stock shapes in Dongguan, and the enquiries we receive are usually three in one: is my grade in scope, is the restriction law yet, and what replaces it if it is. This article answers those in that order, without the alarmism that surrounds the subject.

What PFAS means in regulatory language

The OECD revision of 2021 defines PFAS as substances containing at least one fully fluorinated methyl or methylene carbon atom. That single sentence explains why the debate is so broad: the definition captures several thousand substances, from industrial fluoropolymers through to some surfactants, refrigerants and fire-fighting foams.

It is a chemistry test, not a hazard statement. Persistence and toxicity are assessed separately, substance group by substance group, so a material can sit inside the definition while carrying no restriction at all. The drafting that matters most to stock-shape buyers currently sits inside the EU’s REACH process, which we follow in our REACH and SVHC update.

Which polymers are in scope

The table below is the short version we send to customers who ask which of our grades is affected. It applies the broad chemistry definition, not a hazard assessment, and it covers the materials we hold as standard stock.

Material Chemistry Scope under the broad definition Uso típico
PTFE Fluoropolymer In scope Seals, liners, chemical service
PVDF Fluoropolymer In scope Pump bodies, valves, dosing lines
PFA and FEP Fluoropolymer In scope High-purity fluid handling
PEEK Polyaryletherketone Out of scope Bearings, seals, hot components
PPS Polyphenylene sulfide Out of scope Chemical and thermal housings
POM Polyacetal Out of scope Wear parts, precision components
PA66 Polyamide Out of scope Gears, guides, bushings

Nothing in that list is a judgement about safety. PEEK is out of scope because the molecule contains no fluorine, not because it has been reviewed and cleared. That distinction matters when a customer forwards a questionnaire from their own customer and needs a defensible answer rather than a comfortable one.

Two practical notes on the table. First, filled and blended grades follow the base polymer, so a glass-filled PTFE compound is still in scope while a glass-filled PPS compound is not. Second, colourants and lubricants are separate substances with their own status, which is why we answer PFAS questions at the compound level and not only at the polymer level.

How PTFE and PVDF are treated

PTFE and PVDF are the two fluoropolymers we handle most often, and both sit squarely inside the broad definition. That does not make them banned. The EU restriction proposal tabled in 2023 covers PFAS as a group, and any restriction eventually adopted is expected to carry derogations and transition periods for industrial uses where no alternative is qualified.

In our experience the practical split runs this way. Sealing, high-purity fluid contact and cryogenic service lean on virgin PTFE sheet and rod, because little else covers the same window of chemical inertness and temperature range. Pump bodies, valve components and dosing lines, by contrast, often move to PVDF sheet and rod, where mechanical strength rather than chemical resistance is the limiting factor.

Timelines and what is still a proposal

As a rule of thumb, treat 2026 as a year of drafting rather than enforcement. For most of the PFAS restrictions plastics enquiries we receive, nothing changes this year. The EU proposal still has to pass through the committee process, and restrictions of this breadth normally carry transition periods measured in years from the date of adoption, not months.

The United States is moving on several tracks at once, including a federal reporting rule for PFAS and state-level restrictions that in places reach further than the federal position. For an exporter, a single declaration covering the whole PFAS family is more useful than a country-by-country answer, because it survives the next round of national rules without being rewritten.

Substitution options and where none exists

Substitution works well where the duty is mechanical and the temperature is moderate. PPS and PEEK cover most structural and thermal duties that PTFE used to take, and both sit outside PFAS scope. For wear parts, POM and PA66 remain the inexpensive, widely available answer, with their own well-known limits on load and temperature.

Where substitution is hard is chemical sealing above roughly 150 C, high-purity fluid paths in semiconductor tooling, and anything that needs inertness and low friction at the same time. In those places we advise customers to hold their existing qualification rather than rush a change that will fail in service and cost far more than the paperwork it avoided.

The sensible sequence is to confirm the duty first and the material second. Advice about PFAS restrictions plastics that starts with a substitute part number is usually advice you have to undo later, once the temperature, the medium or the cycle life has been checked properly.

What to ask your supplier for now

Is my PEEK or POM component affected?

No. Under the broad definition, neither polymer contains a fully fluorinated carbon atom, so neither is PFAS. The qualification you already hold for a PEEK or POM part stays valid unless your own customer writes a stricter internal rule than the regulation itself.

Will PTFE sheet and rod still be available after a restriction?

Most likely yes, with conditions. The direction of travel in both the EU and the US is restriction with derogations rather than an outright ban, and sealing and high-purity applications are the cases most often named for continued use. What will change is the paperwork attached to the material, not the material itself.

What documentation should I request now?

Ask for a written PFAS position statement from the resin manufacturer, the grade name on the stock certificate, and a declaration that names the substances rather than the category. If your application is in a regulated sector, send the drawing and the service conditions through our contact page and we will answer against the specific grade rather than in general terms.

How long are transition periods likely to be?

Typically several years for industrial uses with no qualified alternative, and shorter where a substitute is already proven. The practical point for PFAS restrictions plastics planning is that qualification takes longer than drafting, so a substitution project started today is already on a sensible schedule.
